KEBIJAKAN PENGELOLAAN KAWASAN KONSERVASI PERAIRAN (KKP)

Hotel Jayakarta – Lombok, 24-25 Juli 2010

Berdasarkan Presentasi, diskusi dan Pembahasan Workshop yang dilaksanakan selama 2 (dua) Hari pada tanggal 24 – 25 Juli 2010 dengan peserta sebagaimana terlampir, merumuskan beberapa hal yang perlu ditindaklanjuti sebagai berikut:

-       Memperkuat mekanisme koordinasi dan sinkronisasi pelaksanaan kewenangan dalam pengelolaan sumberdaya hayati laut, terkait kelembagaan dan komitmen bersama dalam pengelolaan KKP ditingkat pusat dan daerah. Hal ini perlu ditindaklanjuti dengan Penandatanganan Naskah Komitmen/MoU Kerjasama antara Pemerintah dan Pemerintah Daerah serta Unit Organisasi Pengelola KKP.

-       Informasi pembelajaran dalam pengelolaan KKP yang telah dilaksanakan, selanjutnya dapat dirumuskan menjadi strategi dan program bersama dalam pengelolaan Kawasan Konservasi yang berkelanjutan, perlu dibuat matriks program kegiatan rinci yang dapat dikerjasamakan.

-       Inisiasi pengelolaan laut sawu yang sudah berjalan perlu dilanjutkan dengan dukungan penguatan SDM, acuan/pedoman kebijakan, dan upaya pengelolaan KKP yang nyata di lapangan.

-       Strategi pendanaan berkelanjutan dan pola pengelolaan KKP berbasis masyarakat perlu dikembangkan.

-       Dukungan Kemitraan organisasi pengelolaan KKP perlu terus dilanjutkan sebagai bagian dari kolaborasi pengelolaan KKP.

-       Beberapa metode penilaian efektifitas pengelolaan kawasan konservasi yang telah ada perlu integrasi dan distandarkan, selanjutnya dapat dibahas lebih lanjut dan dapat dijadikan acuan dalam penilaian efektifitas pengelolaan KKP di Indonesia.

-       Pencapaian target Pengelolaan KKP yang berkelanjutan menjadi target Inpres No. 01/2010 tentang PERCEPATAN PELAKSANAAN PRIORITAS PEMBANGUNAN NASIONAL TAHUN 2010 dan Inpres No.3/2010 tentang PROGRAM PEMBANGUNAN YANG BERKEADILAN.

-       Pertemuan stakeholder selanjutnya diharapkan dapat dilakukan untuk membahas lebih detil mengenai rencana aksi pengelolaan KKP, utamanya terkait mekanisme kelembagaan pengelolaan, upaya pokok pengelolaan yang efektif dan pendanaan yang berkelanjutan. Hal ini diharapkan dapat menjawab target RPJM II (2010-2014), yaitu Pengelolaan KKP seluas 14,5 Juta Ha secara efektif dan berkelanjutan.

Status of Coral Reefs of the World: 2008

This Status of Coral Reefs of the World: 2008 report is the 5th global report since the GCRMN (Global Coral Reef Monitoring Network), was formed in 1996 as an operational network of the International Coral Reef Initiative (ICRI). The catalyst for GCRMN was the inability of international agencies to report objectively on the health or otherwise of the world’s coral reefs. The US government then provided initial funding to set up a global network of coral reef workers to facilitate reporting on reef status; and has continued to be the major supporter of GCRMN and ICRI since the first strategies and action plans were developed in 1995. Each report (1998, 2000, 2002 and 2004) has aimed to present the current status of the world’s coral reefs, the threats to the reefs, and the initiatives being undertaken under the umbrella of ICRI to arrest the decline in the world’s coral reefs. These reports have been produced using the data and information from many coral reef experts around the world. For example 372 experts from 96 countries have contributed to this Status report. Many regional, national and local organisations, governmental, academic, NGO and volunteers have supported the functions of GCRMN. The united goal is to inform the global community on the status of coral reefs, the threats to them and, importantly, to list recommendations to improve coral reef conservation. There is widespread recognition that action is needed urgently, not only to conserve the enormous biodiversity on coral reefs, but also to assist local user communities to improve their livelihoods by ensuring the sustainable use of the reefs.
