Menteri Kelautan dan Perikanan, Sharif C. Sutardjo meminta para pejabat senior negara-negara anggota Coral Triangle Initiative for Corals, Fisheries and Food Security (CTI-CFF) untuk dapat meningkatkan kerjasama sebagai dasar hukum dalam membentuk Sekretariat permanen Regional CTI-CFF.  Demikian disampaikan Sharif saat membuka Pertemuan Tingkat Pejabat Senior Negara (Senior Official Meeting) ke-7 CTI-CFF yang juga dihadiri negara dan organisasi donor CTI-CFF,  seperti Amerika, Australia, dan LSM di Jakarta hari ini (25/10). Menurut Sharif, dengan menciptakan kerja sama yang baik maka CTI-CFF bersama mitra kerjanya dapat menetukan langkah lebih lanjut dalam mendapatkan pengakuan di komunitas internasional, khususnya yang terkait dengan penanganan terumbu karang, perikanan, dan ketahanan pangan. Dengan menyepakati dokumen hukum dalam pembentukan Sekretariat Regional maka CTI-CFF akan memiliki legalitas yang kuat dalam mobilisasi sumber pendanaan baik dari negara anggota maupun yang berasal dari negara donor.

"Setelah menyepakati dan menandatangani dokumen hukum pembentukan Sekretariat Regional CTI-CFF,  saya berharap para pejabat senior dalam pertemuan kali ini juga dapat menentukan mekanisme instrumen kerja agar sekretariat dapat menjalankan fungsinya sesegera dan sebaik mungkin", ungkap Sharif. Lebih lanjut Sharif menyatakan, Presiden RI telah berkali-kali meminta kepada Menteri Kelautan dan Perikanan untuk melaporkan perkembangan yang menyangkut pembentukan Sekretariat Regional CTI-CFF  yang bertempat di Manado, Indonesia. "Untuk itu dalam pertemuan tingkat pejabat senior kali ini saya menekankan agar segala permasalahan yang menyangkut pembentukan Sekretariat dapat diselesaikan dan disepakati bersama sehingga Jumat pagi nanti (28/10) hal tersebut dapat disampaikan secara langsung kepada Presiden", ujar Sharif. Ia juga menambahkan, CTI -CFF akan kehilangan momentum yang sangat penting apabila dalam pertemuan kali ini tidak berhasil menyelesaikan isu-isu strategis terkait dasar-dasar hukum pembentukan Sekretariat Regional yang dikhawatirkan dapat mematahkan semangat banyak pihak, baik di dalam maupun di luar  CTI-CFF

Pertemuan tingkat pejabat senior CTI-CFF yang ke-7 sedianya akan dilaksanakan selama dua hari pada tanggal 25 - 26 Oktober 2011 di Jakarta dengan agenda utama menyepakati dokumen hukum pendirian Sekretariat Regional CTI-CFF (Coral, Fisheries and Food Security) yang akan berlokasi di Manado. Usai pertemuan tingkat pejabat senior, pertemuan akan dilanjutkan ke Pertemuan Tingkat Menteri ke-3 pada tanggal 28 Oktober 2011 yang akan dihadiri oleh para menteri negara anggota CTI-CFF  yakni Indonesia, Malaysia, Papua Nugini, Filipina, Kepulauan Solomon, dan Timor Leste. Selain negara anggota CTI-CFF,  pada pertemuan tingkat menteri kali ini juga akan dihadiri oleh pemerintah Amerika Serikat dan Menteri Australia selaku negara mitra serta Asian Development Bank (ADB), Conservation International, The Nature Conservation, Global Enviroment Facility (GFF)  dan World Wild Fund for Nature selaku mitra LSM. Rencananya Presiden Susilo Bambang Yudhoyono akan menerima audiensi dari para menteri negara-negara anggota CTI sebelum pelaksanaan pertemuan tingkat menteri.

ABOUT THE SYMPOSIUM

This Symposium will bring together scientist, managers, policy makers, NGOs and private sectors in finding better solutions for coral reef management especially in coral triangle area as centre of marine biodiversity in the world, sharing information on contemporary science and strategies on coral reef management (lesson learned from coral triangle countries), strengthening capacity building and networks for scientists, managers, governments, and all relevant stakeholders on coral reef management.

Coral Triangle Initiative or CTI is a very important program on building regional network to conserve the coral reef ecosystem. A new Coral Triangle Initiative (CTI), centered around high-level political commitments and proactive implementation by governments of the Coral Triangle area, and supported and carried forward by private sector, international agency and civil society (NGO) partners, could provide a major contribution toward safeguarding the region’s marine and coastal biological resources for the sustainable growth and prosperity of current and future generations.

WHO SHOULD ATTEND

Since this is an excellent forum for sharing ideas and information on various topics related to coral reef management on Coral Triangle Area, broad backgrounds of speakers and audiences are expected and welcomed to participate. During this symposium, we can also formulate the potential contribution of scientists, managers, and decision makers to assure implementation of CTI and MOD (Manado Ocean Declaration).

We will confirm your acceptance for presentation soon after your submission with a letter of invitation from the Director of COREMAP II.

The accepted presenters and participants will get benefits: free registration, meals during the symposium, seminar kits, and certificate. For presenters, they will also get proceeding for free.

Coral Triangle Initiative Leader's Declaration

Manado, N Sulawesi (ANTARA News) - Six heads of state/government participating in the Coral Triangle Initiative (CTI) Summit signed a declaration here on Friday approving the CTI.

The six heads of state/government signing the declaration were Indonesian president Susilo Bambang Yudhoyono, Philippine President Gloria Macapagal Arroyo, Timor Leste President Ramos Horta, Solomon Islands Prime Minister Derek Sikua, Papua New Guinea Prime Minister Michael Somare and Malaysian Prime Minister Najib Razak.

In his speech President Yudhoyono said he welcomed the declaration as an ambitious government-level action plan to preserve marine resources.

He said the aim of the CTI Summit was opening up a brighter future for the next generation in the region.

He said 17 years ago when the East Summit was first held in Rio de Janeiro, Brazil, world leaders did not sign any deal for the preservation of oceans which cover 72 percent of the earth.

"That is why we are gathering here now to prevent the destruction of the riches and safeguard them for the next generation," he said.

President Yudhoyono considered preserving ocean riches a moral obligation for future generation.

Solomon Islands Prime Minister Derek Sikua meanwhile said on the occasion that with the signing of the declaration the CTI was not longer an idea and a concept but a real action.

Philippine President Arroyo said the declaration confirmed the committment of the six countries to protect the sea and find harmonious relationship between life and the environment.

President Ramos Horta underlined the importance of the commitment with regard to protecting the sea from illegal fishing and climate change.
Prime Minister Somare said the CTI declaration was a positive solution to prevent natural degradation in the region.

Malaysian Prime Minister Razak meanwhile considered the declaration a political commitment for marine preservation.

Under the cooperation the six countries located on the 5.7 million square kilometers area agreed to coordinate protection of marine resources.

With its width only two percent of the world`s ocean, the Coral Triangle is home to 76 percent of the world`s known coral species.

The region is full of various fish species because of its coral diversity.
More than 120 million people directly depend their livelihood on the riches of the sea in the region.

The invaluable resources however are now under threat due to climate change, overfishing, illegal fishing, unsustainable coastal development and pollution.

All of them have caused a fish supply decline and destruction of mangrove forests in a large scale and degradation of coral system.
The six countries had answered the challenges by agreeing to develop an action plan to implement the initiative.

In the next few years to come the countries would cooperate with their partners to implement the strategy in sea conservation, sustainable marine resource management, protection of endangered species and adapting to climate change.

INDONESIAN MARINE PROTECTED AREAS (MAY 2009)

Marine and coastal resources have been playing a major role in the development and socio-economic life of millions of people in Indonesia. However, many findings show that the degradation has been prevailing in all areas. Marine protected areas (MPA) has proved as an essential tool to maintain marine and coastal resources.

Establishment of Indonesian marine protected areas can be dated back from early 80’s and became more prominent after enactment of Law 5, 1990 on Conservation of Natural Resources and Its Ecosystem. Ministry of Forestry has been a lead agency in the process and has established approximately 5.5 million ha of marine protected areas.

MPA  Establishment in Indonesia (ha)

Since establishment of Ministry of Marine Affairs and Fisheries (MMAF) at late 1999, the momentum for development of marine protected areas in Indonesia has been growing stronger. A new paradigm and approach have been initiated through enactment of Law 31, 2004 on Fisheries and Law 27, 2007 on Coastal and Small Islands Management.

Conservation and social economic interest are considered proportionally. Under these new laws, sustainable fisheries zone are introduced within MPA zones to accommodate local people’s social and economic life. This new arrangement will not only provide more opportunity for local community but also strengthen local participation and conservation sustainability. Law 27, 2007 in specific will ensure integrated approach in coastal resources management.

Both laws also lay a strong legal foundation to share conservation authority between national and local government. And until 2009, almost 4.6 million ha of local/district marine protected areas have been established in 35 districts with facilitation from MMAF, which stretch from Sumatra to Papua. In combination, since 1980’s to 2009 Indonesian government has established more than 13.5 million ha of marine protected areas. This achievement will contribute not only for sustainability of marine and coastal resources in Indonesia but also the protection of biodiversity in the world.

To maintain and improve collaboration between national agencies, MMAF and Ministry of Forestry have agreed to harmonize their responsibility in marine conservation. This harmonization will accelerate and strengthen cooperation in management of MPA in Indonesia. Eight MPA’s have been handed over from Ministry of Forestry to MMAF at 2008 and more close collaboration in capacity building will be carried out.

INDONESIAN MARINE PROTECTED AREAS (MAY 2009)

Marine and coastal resources have been playing a major role in the development and socio-economic life of millions of people in Indonesia. However, many findings show that the degradation has been prevailing in all areas. Marine protected areas (MPA) has proved as an essential tool to maintain marine and coastal resources.

Establishment of Indonesian marine protected areas can be dated back from early 80’s and became more prominent after enactment of Law 5, 1990 on Conservation of Natural Resources and Its Ecosystem. Ministry of Forestry has been a lead agency in the process and has established approximately 5.5 million ha of marine protected areas.

Since establishment of Ministry of Marine Affairs and Fisheries (MMAF) at late 1999, the momentum for development of marine protected areas in Indonesia has been growing stronger. A new paradigm and approach have been initiated through enactment of Law 31, 2004 on Fisheries and Law 27, 2007 on Coastal and Small Islands Management.

Conservation and social economic interest are considered proportionally. Under these new laws, sustainable fisheries zone are introduced within MPA zones to accommodate local people’s social and economic life. This new arrangement will not only provide more opportunity for local community but also strengthen local participation and conservation sustainability. Law 27, 2007 in specific will ensure integrated approach in coastal resources management.

Both laws also lay a strong legal foundation to share conservation authority between national and local government. And until 2009, almost 4.6 million ha of local/district marine protected areas have been established in 35 districts with facilitation from MMAF, which stretch from Sumatra to Papua.
